This article, published in the Scandinavian Journal of Public Health, presents the evaluation framework developed for the Joint Action on Cancer and other Non-Communicable Diseases prevention: Action on Health Determinants (JA PreventNCD).

Led by the Robert Koch Institute, the framework provides a comprehensive and mixed-methods approach to assess project outcomes, outputs, and impacts across the 25 participating European countries. It evaluates how the Joint Action’s activities contribute to reducing non-communicable diseases (NCDs) and health inequalities at both EU and national levels.

The paper describes the logic model guiding the evaluation and explains how process indicators, implementation case studies, and stakeholder feedback will capture progress and impact. By integrating quantitative and qualitative evidence, the evaluation aims to identify effective practices, promote knowledge translation, and support decision-makers in scaling up successful interventions.

Ultimately, this framework provides a model for evaluating large-scale, multi-country health initiatives—helping to strengthen accountability, inform policy, and ensure lasting improvements in NCD prevention across Europe.
