The tobacco industry continues to undermine public health policies through sophisticated interference tactics that delay or weaken effective regulation. Although most European countries have ratified the WHO Framework Convention on Tobacco Control (FCTC), the implementation of its Article 5.3, which requires governments to protect policymaking from industry influence, remains limited.
This policy brief highlights the evolving strategies of tobacco and related nicotine industries, the urgent need for systematic monitoring and transparency, and practical recommendations to strengthen safeguards across all sectors. Establishing clear protocols, empowering civil society, and integrating monitoring systems are essential steps toward achieving a Tobacco-Free Generation and meeting the goals of Europe’s Beating Cancer Plan.
